The main question for policymakers and the private sector is when inflation will moderate. Unfortunately, the answer depends as much on the weather as on policy. The driving force behind the current inflation spike is agricultural production, which tanked last year because of deficient monsoon rains and a subsequent drought. Misguided export policies, a lack of storage capacity, and decrepit rural infrastructure amplified the effect of falling food production on prices.

One option that has not yet been tried is subsidising food imports. Given the lack of policy tools to bring down inflation, this appears the least worst choice. However, it would further raise international food priceswhich are above domestic pricesand could also make it harder for the government to reduce its budget deficit.
